It gathered the foreign ministers of NATO countries, EU representatives, and Ukraine’s Deputy Foreign Minister Andriy Sybiha. In his speech, Sybiha emphasized the need for a comprehensive approach to global threats. He clearly stated that Russia, Iran, and North Korea act in coordination, destabilizing international security. Support for Ukraine becomes a budget line: NATO Declaration of June 25 On the day after Sybiha’s speech, June 25, 2025, NATO published the official summit declaration from The Hague. The document marked a turning point for several reasons. First, despite earlier concerns, Ukraine was not omitted. Instead, it was explicitly mentioned in a dedicated paragraph. Allies reaffirmed their sovereign commitments to Kyiv, stressing that Ukraine’s security directly contributes to their own. Most notably, they agreed that direct contributions to Ukraine’s defense and defense industry will be included in NATO members’ defense spending calculations.
